The quick answer

Portland Business License Tax, Multnomah County Business Income Tax, and Metro SHS Business Income Tax are separate programs. Owner-level Metro SHS and Multnomah PFA are personal taxes, and TriMet has separate transit taxes. Identify the taxpayer, tax year, work locations, receipts, and relevant boundaries before deciding which returns apply.

One administrator does not mean one tax

A Portland-area owner may receive notices from the same Revenue Division for different programs. That shared administration makes online account management convenient, but it can also make distinct obligations sound interchangeable. Start every review by writing the full tax name, tax year, and taxpayer on the workpaper. A notice for an owner’s personal return should not be resolved by pointing to a company’s business filing.

The City Business License Tax, Multnomah County Business Income Tax, and Metro SHS Business Income Tax belong on the business side of the map. Metro also has a personal SHS tax, while Multnomah County has the personal Preschool for All tax. Similar geography and familiar acronyms do not make their thresholds or filing rules identical.

Identify the boundary before calculating a percentage

Use actual street addresses and the official lookup resources, not a postal city name alone. Portland Maps helps identify city and county jurisdiction. TriMet provides separate transit-boundary information. The Revenue Division links an official Metro boundary lookup for its programs. Save the result and the date checked with the business record, especially when a worksite is near a boundary.

Create a location schedule showing the office or shop, storage sites, employee worksites, customer service locations, and dates active. For a mobile business, a single headquarters address does not explain a year of activity. For an online business, the customer and delivery facts may matter even when the owner never travels.

Boundary lookup is a first step, not a complete nexus or income-sourcing conclusion. Different programs can use different tests. Present the same factual schedule to the adviser reviewing each program and preserve the explanation for the treatment selected.

Check 2026 business exemptions without confusing receipts and profit

The Revenue Division lists business tax rates of 2.6% for Portland, 2% for Multnomah County, and 1% for Metro SHS. Those are not three blanket taxes on every small business’s sales. Applicable taxable income, allocation, exemptions, and the identity of the filer still need to be established.

For tax years beginning in 2026, the Portland gross-receipts exemption is below $75,000; it rises to below $100,000 for tax years beginning in 2027. Multnomah County’s general gross-receipts exemption is below $100,000. These tests look at receipts everywhere, not just the amount earned locally. Metro’s general business exemption covers receipts of $5 million or less.

2026 general receipts exemptions: filing actions for an otherwise applicable business program. Confirm the taxpayer and qualifying exemption; these are not owner-level personal-tax thresholds.

City of Portland Business License TaxBelow US$75,000 for tax years beginning in 2026; receipts from all business activities everywhere.File the annual Business Tax Return to request exemption and provide supporting tax pages. Keep the receipts schedule.
Multnomah County Business Income TaxBelow US$100,000; receipts from all business activities everywhere.File the annual Business Tax Return to request exemption and provide supporting tax pages. Assess the County test separately.
Metro SHS Business Income TaxUS$5,000,000 or less; receipts everywhere.A qualifying exempt taxpayer does not need to file the Metro business return. Review owner-level personal taxes separately; do not apply this action to those returns.

Do not compare a net profit report with a gross-receipts threshold. Prepare a gross-receipts schedule and document the tax year. A low-margin business can have modest profit and significant receipts. Conversely, a highly profitable small practice can remain below a receipts threshold. Neither observation alone establishes the entire filing result.

Separate the business return from the owner’s personal review

For 2026, the official Metro personal SHS table shows a 1% tax above Metro taxable-income thresholds of $128,000 for single status and $205,000 for joint status. The personal PFA program uses its own Multnomah taxable-income thresholds and rates. Residency, source income, filing status, and part-year activity can affect these reviews.

This is why a small company’s exemption from a business tax cannot be used as proof that its owner has no personal local-tax question. Salary, pass-through income, other income, and household filing facts belong in a personal analysis. Keep the company’s financial statements ready, but provide personal information through the preparer’s secure process rather than adding sensitive household data to a shared operations spreadsheet.

A sole proprietor or disregarded entity also needs careful filer identification. Avoid opening additional accounts or submitting duplicate returns merely because a business name appears on an invoice. Ask the preparer to document which tax entity reports the activity for each program.

Give transit taxes their own line on the checklist

Oregon’s Statewide Transit Tax is withheld from covered employee wages. The Department of Revenue distinguishes it from the employer transit payroll taxes, and states that self-employment income is not subject to the statewide wage tax. That distinction prevents the common mistake of treating every item called a transit tax as one charge.

TriMet’s self-employment tax is another review. Oregon says individuals with net self-employment earnings greater than $400 from activity in or services delivered to the district have a filing/payment question under that program. Entity treatment matters; the state identifies a different treatment for C and S corporation income and distributions.

For the bookkeeping handoff, provide work locations, job revenue, relevant payroll summaries, and the business’s tax classification. Have the adviser select the applicable sourcing and allocation rules. Do not apply an arbitrary city percentage simply because it was easy to calculate from the customer list.

Build a reusable applicability workpaper

A short workpaper is more useful than a folder of unexplained portal screenshots. Give every tax program a row with the taxpayer, connection to the area, relevant measure, exemption conclusion, filing requirement, source, and responsible person. Use “review needed” when facts are incomplete rather than forcing a yes or no.

Consider a fictional mobile repair business with a shop outside Portland and customers in several jurisdictions. Its job-location log is evidence for a review; the shop address alone cannot resolve all tax questions. A separate fictional owner who moves midyear needs a residence timeline as well as company books. These are two different evidence problems, even if both people use the same filing portal.

  • Identify the legal taxpayer and federal tax treatment.
  • Write the tax year and preserve that year’s source guidance.
  • Attach location, receipts, and payroll schedules as applicable.
  • Record who concluded that a return is required or an exemption applies.
  • Keep filing acknowledgments and payment confirmations separately.

Confirm the calendar and the provider’s scope

Use a separate due-date row for each return and payment. A preparer should confirm the calendar based on the taxpayer’s year-end, entity, and applicable program. Do not reuse a federal estimated-tax calendar for every local program, or assume a filed return proves that every associated payment was made.

When requesting help, list the exact local programs in the scope discussion. Ask whether the proposed service includes registration review, City/County business filings, Metro business filings, owner-level local returns, payroll, or only a federal/state return. Obtain a clear answer before records are submitted. An organized tax map helps both the owner and provider avoid treating the same task as someone else’s responsibility.

Common questions

Is Metro SHS the same as Multnomah County Preschool for All?

No. Metro SHS and Multnomah PFA are different programs with different jurisdiction and threshold rules. Metro SHS also has a separate business-income-tax program.

Should I add 2.6%, 2%, and 1% to estimate every Portland business’s tax?

No. Those published business rates do not determine whether a taxpayer is liable, exempt, or subject to particular income adjustments and allocation. Establish applicability and the correct taxable base first.

Can a home-based business skip this review?

A home-based setup does not by itself establish exemption. Give the preparer the actual activity, receipts, tax classification, and location facts, and check the official program guidance.
