The quick answer

For a Seattle pet-care business selling visit packages, connect each completed care visit to its booking, customer credit or invoice, and payment record. Reconcile unused care units separately from current cash collections. Keep standalone grooming and take-home goods identifiable, and document where each service happens. Washington tax classifications and county permit scope require separate reviews of those actual activities.

Start with the service and where it happens

A business may provide daytime care, overnight boarding, standalone grooming and take-home products under one name. Record the actual activity behind each offering, the site or mobile arrangement, and whether care happens at the business or in the client’s home. Keep this profile with the service list so a new offering triggers review before it disappears into a general sales category.

Public Health – Seattle & King County publishes different pet-business categories and permit exemptions. Its resources distinguish grooming from some incidental bathing during regular care. The permit page also calls for land-use documentation from the relevant authority and identifies Seattle SDCI for Seattle sites. These distinctions justify keeping the actual service and location clear; they do not establish that every Seattle, mobile or client-home operator needs the same permit.

Keep the current permit or agency correspondence, where applicable, with the profile. Record unresolved questions and who will answer them. A bookkeeping category cannot confirm that an activity is within the operation’s approved scope.

Link each completed visit to a care unit

A package purchase and a completed visit are different events. Give each care visit a reference that follows it from booking to completion and credit application. A calendar reservation alone does not show attendance, payment or use of a prepaid unit. Mark cancellations and moved bookings clearly so one rescheduled visit does not consume two credits.

A practical visit record can use the following columns. These are operating-control suggestions, not a claim that an agency requires this exact format. Ordinary customer and pet identifiers are enough for this bookkeeping connection; the schedule does not need medical details.

  • Customer and pet reference, booking reference and actual service date.
  • Service performed and location, with completed, cancelled or unresolved status.
  • Units used and the agreed package or credit reference.
  • Invoice or payment reference for charges outside the package.
  • Reviewer, explanation and next action for an unmatched item.

Reconcile care units and current cash separately

Consider a fictional operator with a uniform US$30 tracking value for each prepaid care visit. Opening unused credits are five visits, or US$150 collected earlier. This month a customer buys four more credits for US$120. Six visits are actually completed and linked to six credit applications, representing US$180 of care at the assumed package value.

Under the fictional agreement, the operator approves a US$30 refund for one unused credit. Closing unused credits are two: five opening credits plus four bought, minus six used and one refunded. The tracking values also reconcile: US$150 plus US$120 minus US$180 minus US$30 leaves US$60. The example assumes the refund is approved; it does not establish a customer’s legal refund entitlement.

The business also collects US$80 for separately completed grooming and US$20 for a take-home toy. Current cash collections are US$220: US$120 for new credits, US$80 for grooming and US$20 for the toy. After the US$30 unused-credit refund, net cash movement is US$190. Applying six previously purchased credits does not create another US$180 cash receipt.

Completed care, grooming and goods have reference amounts totalling US$280: US$180 plus US$80 plus US$20. That differs from US$190 of current cash because the care-credit tracking value falls from US$150 to US$60. These figures exclude taxes, tips, fees, discounts, unpaid charges and timing differences. They illustrate fulfilment and cash tracking, not revenue, a liability balance, taxable receipts or profit. Give the payment terms and established accounting method to the preparer.

Keep animal-service facts separate from goods

Washington DOR’s current dog-breeder guide separately lists dog grooming and training, boarding and walking dogs under service and other activities B&O, with sales tax not applying to those listed services. It lists pet-supply sales under retailing B&O and sales tax. RCW 82.04.050 also excludes services rendered with respect to live animals from its tangible-property cleaning and repair clause.

Use those sources for the activities they describe. They do not settle every pet-related charge, human class, clinical service or combined package. Retain actual descriptions and have unfamiliar or mixed offerings reviewed before changing tax settings. Separate invoice lines preserve facts without automatically establishing separate tax treatment.

On purchases, identify products consumed during care separately from goods sold to customers. Keep the item description, supplier invoice, tax shown and related sale or service reference. DOR’s guide addresses use tax on consumables when sales tax was not paid. A toy sold to its owner and supplies used during care should not become indistinguishable because they came from one supplier.

Date the current and future service-scope review

Keep a dated source note when reviewing the service/site profile. The official legislative record shows that BOH26-01 passed on October 15, 2026, and section 33 makes it effective January 1, 2027. Record both adoption and effective date in the service-scope file.

For October 2026 operations, do not apply the new requirements simply because the measure passed. Put a review before January 1 on the owner’s work list and preserve the current permit documents and relevant correspondence. Check the actual changes against the operation rather than assuming every care service, facility or mobile arrangement has identical requirements.

Close with a short list of unexplained visits and credits

At month-end, compare completed care visits with credit applications and invoices. Investigate a redemption without a completed visit, a completed visit with no payment explanation, an unused-credit refund already counted as used, or a negative unit balance. Keep separate grooming and goods adjustments connected to their original charges.

Give the reviewer the unit roll-forward, customer-credit detail, supporting payments and refunds, service/site profile and unresolved-item list. Preserve original exports and record corrections separately. Assign a responsible person and next action to each difference so the next close starts with an explanation rather than another unexplained balance.

Common questions

Can a booking calendar prove that prepaid care credits were used?

Keep actual completion and credit-application references together. A scheduled or rescheduled visit alone does not explain whether care happened or a unit was used.

Does the care-credit example determine when income is taxable?

No. It tracks visits, unused credits and cash under stated fictional terms. The payment agreement and applicable accounting method need their own review.

Is BOH26-01 already effective in October 2026?

The official record shows passage on October 15, 2026, with an effective date of January 1, 2027. Keep those dates separate when reviewing current operations.
