The quick answer

Vancouver, Washington introduced a city B&O tax on certain retail sales and retail services effective January 1, 2026. It is separate from Washington state B&O and from Vancouver, British Columbia. Keep evidence of city location, activities, receipts and filing status, including any no-tax-due return required under the city’s small-business threshold.

Use the Washington jurisdiction and the actual city boundary

This guide concerns Vancouver, Washington, in Clark County. It does not describe Vancouver, British Columbia or prescribe Canadian tax treatment. Even within the Washington area, a Vancouver postal address does not settle whether a business location is inside city limits. The city provides a boundary lookup to check the actual address.

Create a location schedule with the business premises, job sites and any other material place where staff work. Record changes during the year. Vancouver’s licensing guidance addresses both a physical city location and staff engaging in business within city limits, including certain remote-work situations. Ask for a specific review where the facts cross boundaries rather than deciding from the business’s mailing address.

Understand what changed on January 1, 2026

The city’s B&O guidance says its tax on certain retail sales and retail services began January 1, 2026. The city currently lists a 0.100 percent rate for those taxed activities and provides a small-business threshold. City B&O is a business obligation; it is not simply another name for sales tax collected from a customer.

Vancouver Municipal Code 5.03.050(B) exempts persons with city activity at or below $50,000 annually, or $12,500 in a quarter when reporting quarterly. The city’s guidance still requires covered businesses with no payment due to submit a return. The code’s threshold includes receipts, income or product value from all activities in the city, so a mixed business should not test its retail receipts alone. Confirm the actual filing assignment and keep liability and submission status separate.

The code also includes a conditional January 1, 2027 provision linked to construction of the bridge shelter funded by the tax. A later-year filing needs a fresh check of the operative rules. This guide describes the published 2026 framework and makes no claim about whether that future condition will be met.

Describe the activity before assigning a tax label

A shop, a contractor and a mixed service business can have different revenue streams. Build an activity list using what the business actually sells or does. For each stream, retain a sample contract or invoice, the relevant location facts and any questions about classification. An account name such as services does not identify the legal category on its own.

Where the business has wholesale, manufacturing or other activity alongside retail work, preserve the distinction for review. A transaction can be important to the bookkeeping even when its city tax treatment differs from another sale. Do not erase the activity from the source records simply because a particular city tax rate or exemption may apply.

A practical monthly review asks whether any new offering has appeared: equipment rental, installation, retail products, additional services or a new channel. Attach that change to the tax-review questions. This gives the preparer a current description of the business instead of an old classification carried forward without examination.

Keep location evidence when work crosses city or state lines

For a business working around Clark County or across the Columbia River, keep the project or delivery details on the transaction. Separate the seller’s premises, customer billing address and actual work or delivery location when they differ. Preserve the contract and any delivery evidence instead of assuming one address answers every reporting question.

Vancouver Municipal Code 5.03.077 contains allocation and apportionment provisions for activity across jurisdictions. The appropriate treatment depends on the activity and facts. Give the reviewer a location schedule that reconciles to the total sales record; do not select a city or state treatment solely because a customer says where they live.

A fictional schedule might show a Vancouver retail location, a delivery outside the city and a separate job performed elsewhere. It is a record of facts for review, not a conclusion that the three transactions have the same tax result. Work connected with Oregon or another state needs its own jurisdiction review. This guide does not determine an Oregon registration, income-tax or other filing obligation.

Keep the new city account apart from state reporting

Use separate calendar rows and file folders for Vancouver city reporting, Washington DOR work and federal tax preparation. Note each account’s reporting period, responsible person and confirmation evidence. Adding the city account to an existing bookkeeping process should create a visible handoff, not an assumption that the state submission also reached the city.

The city provides its own filing instructions and options. Before a due date, check which form and period apply to the account and retain the acceptance or confirmation. If no tax is due, keep the submitted return and the calculation supporting that result. A note that says under threshold is not equivalent to evidence that any required return was filed.

For a business with multiple locations, document how the locations are grouped in the accounts and give the preparer the relevant agency information. Keep access limited to authorized people. A payment screen should not be treated as the finished record until the submission and payment status have been confirmed.

Add a location review to the normal bookkeeping close

At the monthly close, reconcile bank and card accounts, match settlement reports and review customer and supplier balances. Add one review column for material location or activity questions. That column helps identify sales needing further tax analysis without forcing the bookkeeper to invent a rule during routine data entry.

Keep the source sales total, refunds, taxes, settlement charges and net bank receipts separately explainable. For invoiced work, retain advances and outstanding balances for review under the chosen accounting method. A deposit can be a useful starting point, but it does not explain every amount that belongs in a return.

Before year-end, produce a short exception report: new locations, unusual contracts, missing documents, unresolved adjustments and agency notices. Name the person who can answer each question. This is more useful than sending a broad export and assuming the preparer can infer which transactions deserve attention.

  • Maintain a dated premises and work-location schedule.
  • Keep sales by meaningful activity and preserve the underlying invoices.
  • Reconcile source sales, adjustments and actual bank receipts.
  • Store required city filings and their confirmations separately from state records.

Confirm the work included in the filing engagement

When requesting help, describe the entity, sales activities, premises, work locations and any prior-period city reporting that needs review. Ask who is responsible for deciding the city classification, filing the return and checking payment completion. Include owner returns, payroll and other jurisdictions as separate scope questions.

Aldro advertises US$399 business tax filing and optional US$20 per month bookkeeping for U.S. city offers. Confirm the written coverage and eligibility before assuming a new city B&O account, Washington excise returns, owner filing or catch-up work is included. The goal is a clear service relationship built around the business’s actual records and obligations.

Common questions

Is this guide about Vancouver, British Columbia?

No. It covers Vancouver, Washington. The applicable country, state and city should always be clear before using tax guidance or comparing prices.

Does a small Vancouver business with no city B&O payment due still file?

The city’s 2026 guidance requires returns from covered businesses below its payment threshold. Confirm the account’s reporting frequency and relevant facts instead of assuming no payment means no filing.

Does a Vancouver postal address prove the premises are inside city limits?

No. Use the city’s address and boundary tool, then retain the location evidence for the licensing and tax review.
